The hill is located in the valley. Notice the hills are different than the surrounding mountains mentioned in Numbers 13:17 and Numbers 14:40.
Also, see the description of the land in Deuteronomy 11:11 "But the land, wither ye go to possess it, is a land of hills and valleys, and drinketh water of the rain of heaven:"
So, the valleys have hills which are different from the surrounding mountains and the Canaanites and the Amalekites dwelt in both the valleys and the hills. No contradiction. | | Post a solution! |
