Exodus 33:11 And the LORD spake unto Moses face to face, as a man speaketh unto his friend. And he turned again into the camp: but his servant Joshua, the son of Nun, a young man, departed not out of the tabernacle.
Exodus 33:20 And he said, Thou canst not see my face: for there shall no man see me, and live.

I don't know this is the answer, but it sounds good. Moses may have seen the reflection of the Lord's face.

I dont know where in the first verse it says he saw Gods face, just that he spoke with him face to face. God may have been cloaked therefore having his face covered. When God usually spoke to prophets they just heard his voice and were not in his physical presence. Where as Moses and Abraham were, but God has his face covered.

Moses was was probably talking face to face with God the Son Jesus Christ because in John 10:30 Jesus says "I and my Father are one" and John 14:9 " he that hath seen me hath seen the Father"
